Americans have been giving at record rates in recent years. This stems from a natural instinct within our communities to help others flourish and address suffering whenever possible. It is this instinct of generosity that is inspiring some of our elected leaders to consider new reforms to charitable giving. Unfortunately, sometimes efforts driven by the best of intentions can have counterproductive consequences.
